Defence investments in the construction sector in Poland 2025
Market analysis and development forecasts for 2025-2030

In 2026, Poland will allocate over 200 billion PLN to defense, and the construction sector is one of the beneficiaries of this trend. Rising spending on military infrastructure and record-breaking domestic and EU funding programs are creating a multi-year order portfolio for construction, infrastructure, and industrial companies. According to our latest report, “Defense Investments in the Construction Sector in Poland 2026,” the value of ongoing, preparatory, and planned defense-related construction projects exceeds 37 billion PLN. Dual-use investments further increase the market’s potential.
The dynamic growth in defense spending is translating, among other things, into increased demand for construction services. Poland is currently among the NATO countries that allocate the largest share of their GDP to defense, and the plan for 2026 calls for defense spending to exceed 200 billion PLN, or nearly 4.8% of GDP.
The result is a record level of investment activity in military construction. The segment’s value reached 6.1 billion PLN in 2025, representing an increase of nearly 6% year-over-year, following a 55% increase the previous year. The planned further increase in spending on construction investments under the Construction Investment Plan—which calls for spending PLN 7.5 billion in 2026, along with additional funds for investments carried out jointly with NATO—provides a solid basis for optimism.
After several years of double-digit growth, the modular construction market slowed slightly in 2024. The segment’s value totaled 4.4 billion PLN, representing a 1.3% year-over-year decline. The reasons for this include, among other things, a slowdown in export sales and subdued growth in the residential market.
– Although military construction still accounts for a relatively small portion of the construction market, its importance is growing rapidly, and the scale of planned investments points to an increasingly significant role for this segment. The scale of funding and the number of planned projects indicate that this sector will generate an ever-increasing flow of orders for contractors, designers, and suppliers. This growth is driven by both projects related to the expansion of military infrastructure and strategic initiatives aimed at strengthening national security, including the Eastern Shield, the development of military bases, warehouses, military airports, and infrastructure for allied forces.

According to experts at PMR Market Experts by Hume’s, the development of dual-use infrastructure may play an equally important—or even greater—role than traditional military investments in the coming years. Projects of this type, combining civilian and defense functions, are becoming a priority in security policy both in Poland and throughout the European Union. This applies primarily to transportation infrastructure, but also to facilities related to civil protection, telecommunications, and energy.
The sector’s growing importance is reflected in the scale of funding. A major driver for the market is the Security and Defense Fund established as part of the National Reconstruction Plan (KPO). According to the plan, nearly 10 billion PLN will support investments related to civil protection, shelters, crisis management systems, and security infrastructure, while over 6 billion PLN is to be allocated to the development of dual-use infrastructure.
The SAFE program will serve as an additional source of funding. Poland is its largest beneficiary, with the potential to secure 43.7 billion euros in preferential loans for the development of its defense and industrial capabilities. At the same time, already within the current EU financial framework, Poland has secured 223 million euros for the implementation of 14 dual-use projects under the program to enhance military mobility, which—with a 50% co-financing rate—translates to investments worth nearly 2 billion zlotys. In the coming years, the scale of support will be even greater. The European Commission plans to increase the budget tenfold and allocate up to 17 billion euros for the development of dual-use infrastructure in the next financial framework. Poland is set to be one of the main beneficiaries of these funds.
– Dual-use projects are becoming one of the most important trends in the construction and infrastructure markets. Just a few years ago, projects of this type were viewed as a supplement to public investments. Today, they are becoming an integral part of national and European Union security policy. For construction companies, this means access to new sources of financing and the opportunity to participate in projects of strategic importance.

Investments related to civil protection and civil defense are becoming one of the most promising areas. The investment needs in this area are enormous. Currently, shelter and refuge spaces are available to less than 4% of Poland’s population, and the ultimate goal is for the system to provide shelter for about half of the urban population and one-quarter of the rural population.
The massive shortfall in the availability of shelters must be addressed. Starting in 2026, regulations requiring that protective functions be incorporated into new buildings will take effect. The law guarantees at least 0.3% of GDP annually for this purpose and established the Civil Protection and Civil Defense Program, under which a total of 34 billion PLN will be allocated for this purpose in 2025–2026. Investments related to civil protection will also receive support from the National Reconstruction Plan (KPO), where approximately 9.7 billion PLN has been allocated for this purpose under the Infrastructure and Public Services Fund (FBiO). In practice, this means the creation of a new investment area encompassing both the construction and modernization of civil protection facilities and the adaptation of new projects to civil resilience requirements. For the construction sector, this represents not only a new portfolio of contracts but also a test of its professional readiness.
An analysis by PMR Market Experts by Hume’s shows that the total value of defense-related investments in the construction sector that are currently underway, in the planning stage, or in the preparatory phase amounts to 37.4 billion PLN. The highest concentration of investments is currently found in the Lublin, Mazovia, and Subcarpathian provinces—regions that play a key role in the country’s security system and in supporting NATO’s eastern flank. A significant portion of this amount consists of work carried out as part of the Eastern Shield project.
However, the implementation of many military projects requires compliance with specific safety requirements. Among the largest construction companies operating in Poland, entities such as Budimex, Polimex Mostostal, Atlas Ward Polska, Mostostal Warszawa, Adamietz, AMW Sinevia, Warbud, and Skanska hold the relevant industrial security certifications.
